The ideal candidate will evidence a robust background in overseeing and ensuring the efficient delivery of special educational needs services, from assessments through to multi agency plans, and will have appropriate qualifications (preferably with their own specialism).
Norfolk has approximately 4800 children with statements. Annually the number of referrals is rising in the last two years and will this year be nearly 1000 which is a rise of over 300.
All children with Statements of SEN in the county will be transferred to an EHCP, as necessary, by March 31st 2018. For new EHCP assessments as many children and families as possible will receive a final plan within 20 weeks. Ultimately this will impact on the quality of the education that children receive as their needs are more aptly met.
Just some of the responsibilities of this exciting post:
Lead the EHCP workforce so that systems, processes and quality of assessment and planning leads to effective EHCPs which meet the child’s needs
Ensure all statemented children are transferred to an EHCP before March 31st 2018, as appropriate following transfer assessment
Ensure that the current improvement trajectory for new referrals is accelerated in line with the ambition to reach 90% completed within timescale by end of autumn term 2018
Evaluate quickly and in the light of new additional resource, new appointments and structure, re-allocate workloads as required in order to achieve transformation of transfers and completions
Provide clear and inspirational professional leadership, support and development in order to deliver service improvement
Work effectively alongside the substantive senior management team, within the Education High Needs SEND Service, to ensure that EHCP performance improvement work is aligned to other strategic developments and priorities, for example High Needs Funding budget re-balance, Self-Evaluation for SEND Reforms Ofsted Inspection Framework
Ensure appropriate people management practices are used for the recruitment, management, coaching, development and accountability for performance of staff, and with due regard to Health, Safety and Wellbeing and Equalities
Work with the Education Achievement and Early Years Service to monitor progress data weekly and provide appropriate intervention, challenge and support for staff and stakeholders as required
Promote the voice of the child at all times to ensure that it is well reflected in the system, process, culture and practice of assessment and plan writing
Represent the Service and Head of Service in relation to EHCPs, providing reports, communications, case studies, evaluations as required
Qualifications and Skills required
Significant previous experience of leading SEND Services, especially EHCPs, at a large scale level – i.e. for a Local Authority
A clear understanding of the government agenda in relation to the SEN code of practice, EHCPs, Children and Families Act
Relevant professional qualification in teaching, education management or equivalent
